    Bill wants to encourage the electronic game industry

    With an interest in the growth of video game industry around the world, the 2796 / 21 Bill regulates the manufacture, import, sale and development of electronic games in the country.

    Congressman Kim Kataguiri stated that the games market grows, in the world, about 10% per year. According to research by Newzoo, in Latin America alone there is an annual revenue forecast of US$ 8 billion for the market by 2023.

    The project aims to allow development in the games sector, as well as generate more jobs. Reducing the tax burden on the development of electronic games is also one of the proposals, with the benefits of the Informatics Law being extended to the games sector.

    Leaving out slot machines or other similar games of chance entirely, the bill defines electronic games as "software executable on microcomputers or dedicated consoles [video games] in which the user controls the action and interacts with the [game] interface".

    Incentive to create technical courses

    The project also seeks to provide support in the sector, which includes encouraging the creation of technical and higher courses with direct connection to electronic games. The programmer/developer will not be required to present a special qualification or license to practice the profession.



    In addition, the text also provides for the use of games for therapeutic purposes, in addition to educational use and recreation in a school environment. The use of electronic games is also foreseen to help train people to drive machines and vehicles.

    Taxation

    The bill states that patents for music and other art forms originally created for video games must follow the known rules of copyright. The importation, commercialization and customs procedure of electronic games will follow the model that is used for microcomputers and other computer products, which also includes taxation.



    Culture commissions; Science and Technology, Communication and Informatics; and Constitution and Justice and Citizenship will analyze the project, in a conclusive character.
