A number of balance changes are also coming in this week's patch leading up to November's heavy preseason.
The duo Annie and Brand are getting tweaks to their kits to allow for more flexibility in their roles. Outcasts Sejuani and LeBlanc are getting much-needed love and attention, while metacarriers Samira and Karthus are getting nerfs.

Passive - Stage Presence
Every third basic spell cast by Seraphine will echo, being automatically cast a second time. Also, whenever she casts an ability near an ally, she will create a Note. Each Note grants her more Attack Range and bonus magic damage on basic attacks, which consume the Note.
Q - Acute Note
Seraphine projects a pure note, dealing magic damage that increases according to the target's missing Health percentage.
W - Immersive Sound
Seraphine surrounds nearby allies in a song, granting her and her allies Movement Speed and a shield. If Seraphine is already shielded, she can heal nearby allies, restoring Health based on the number of allies around.
E - Contagious Rhythm
Seraphine unleashes a powerful wave of sound, dealing magic damage and Slowing enemies in a line. Enemies that are already Slowed will be Rooted, and those already Rooted will be Stunned.
R - Until
Seraphine takes the stage and projects a captivating force that Enchants enemies and deals magic damage. All champions hit (even allies) become part of the show and extend the skill's range, as well as granting allies max Grades.

UPDATED GROUP CONTROL Roots and disarms enemies for 2s ⇒ Stuns enemies for 2s

ANNIE

Now Molten Shield: Grants a Shield instead of damage reduction; can target allied champions; had the Shield animation updated; its cost and range have been increased; the Shield is applied to Tibbers whenever he is summoned.

E - FOLDED SHIELD

NEW SHIELD Grants Annie 13/17/21/25/29% damage reduction for 3s ⇒ Grants any target allied champion 40/90/140/190/240 (+0,4 Ability Power) Shield for 3s (additional Movement Speed effect applied to the target that received the Shield)

UPDATED SHIELD VISUAL EFFECTS Annie's 'E' now has a new animation.

COST 20 Mana ⇒ 40 Mana

REACH 400 (self) ⇒ 800 (self or target ally)

UPDATED TARGET Annie will cast on an ally if she targets them or is too close to them (within 225 Range), otherwise casts on herself.

ASHE

W arrows now increase with skill level.

W - RAJADA
ARROWS PER BURST 9 at all levels ⇒ 7/8/9/10/11

BRAND

Passive explosion damage reduced. E Flare now hits nearby enemies; Flare scatter radius increased; indicator now shows the radius. R's fireball can now bounce off Brand; updated priority.

PASSIVE - FLAME

EXPLOSION DAMAGE TO MARKED TARGET 12% - 16% (+0,015 per 100 Ability Power) ⇒ 10% - 14% (+0,02 per 100 Ability Power)

E - CONFLAGRATION

FLAME SCATTER Hits nearby enemies when cast on a glowing target ⇒ Always hits nearby enemies

UPDATED FLAME SPREAD RADIUS When cast on a glowing target, hits units within 375 range ⇒ When cast on a glowing target, hits units within 600 range. When cast on a normal target, hits units within 300 range.

NEW FLAME SPREADING RADIUS INDICATOR A brief indicator now displays the spread range.

R - PYROCLASH

NEW FIREBALL RICOCHET Pyroclasm can now ricochet off Brand (this interaction takes a little longer to mitigate explosions that are too close).
UPDATED FIREBALL PRIORITY Enemy Champions > Brand > any other valid target.

GALIO
And now it has a minimum advance distance.

E - JUSTICE PUNCH
NEW WINDING Punishing Punch's dash now has a minimum distance of 250 (starts at the origin of the E, not the step backwards).

JINX
And now it does all the damage right at the start.

E - FLAMING LITTLE BITES!
UPDATED EXPLOSION BURN Deals damage over 1,5s ⇒ Deals full damage early on
