At the China Development Forum Cook highlighted that Apple already feared that one day this situation could happen.

"We've worried for several years that people in many countries were handing over their data probably not knowing what they were doing and that these detailed profiles were being built, that one day something would happen and people would be incredibly offended by what was done without they knew it. Unfortunately, this prediction came true more than once."

To top it off, Tim Cook said he wouldn't want his data shared with anyone on the internet.
